Downtown/Business Bay represent the new emerging central business district of Dubai. It is already home to several impressive buildings in the neighbouring vicinity of Sheikh Zayed Road and the DIFC, not to mention the world's tallest tower.
However, this is not only an office area. There are many residential buildings and they are of good quality and surprisingly well planned communities.
There are no villas in this area as one might expect. The residential towers here tend to be very high class catering towards high end excecutive as well as the luxury sector. The Old town is a low rise Arabic themed community that is adjacent to the Burj Dubai (tallest tower) that offers luxury accomodation in the heart of the business area. Suprisingly, this area is very peaceful and serene despite its central location.
Residents have a wealth of dining and recreation options in addition to the world's largest mall (the Dubai Mall).
In terms of price, this varies by building reputation and prestige. The DIFC tends to be more expensive as this as accommodation here is sought after by wealthy bankers who can walk to their offices.
